The United States Health Information Knowledgebase: A Tool for Health Data Harmonization
The U.S. Health Information Knowledgebase (USHIK) provides a tool to federal health agencies to harmonize data standards across the health sector. Directed and financed by the Agency for Healthcare and Research Quality (AHRQ), the USHIK team supported HITSP (Health Information Technology Standardization Panel) in the comparison of selected standards for the 2006 Biosurveillance Interoperability Specification. The result was a recommended set of standards that the Secretary of HHS will consider for mandated adoption and utilization by all federal health agencies in new and existing systems. The team continues to support and publish harmonization efforts of HITSP’s Population Health, Consumer Empowerment, and Care Delivery Technical Committees by providing objective comparisons of health standards contributed by various SDOs. Additionally, USHIK supports HITSP’s Small Scale Harmonization Project, which aims to develop a methodology for harmonizing and centralizing health data standards. USHIK is based on International Standard ISO/IEC 11179-3 and is publicly viewable at www.ushik.org. |

| Noah Stromer holds a Masters of Science in Public Health from Tulane University and a Master of Healthcare Administration from the University of Minnesota.
Mr. Stromer spent 16 months working on the United Kingdom's National Program for Health Information Technology.
Since January, 2007, Mr. Stromer has been an active participant with the Health Information Technology Standards Panel, specifically with the Population Health Technical Committee. Dr. Laura Reece has been a primary consultant in the development of the United States Health Information Knowledgebase (USHIK) and was instrumental in population, management, and further development of its Australian predecessor, the National Health Information Knowledgebase (NHIK). With support from the Military Health System (MHS) she was responsible for standing up and populating the Military Health Service (MHS) Metadata Registry (MHS MDR), and continues activities to further develop and utilize USHIK for national health standards harmonization and exchange, with the sponsorship of the Centers for Medicare and Medicaid ( CMS) and the Agency for Healthcare Research and Quality (AHRQ). A past member of ANSI INCITS L8, Metadata, which is U.S. TAG to SC 32/WG 2. Dr. Reece has been both an Australian delegate and a U.S. delegate to the International Standards Organization Subcommittee for Data Management and Interchange (ISO/IEC JTC 1/SC 32), Working Group 2, Metadata. Dr. Reece currently works for Northrop Grumman/TASC on issues of metadata harmonization, integration and registration for the geospatial information community and the Department of Defense. She chairs the sub-focus group on Registries and Crosswalks Management for the Geospatial Intelligence Standards Working Group (GWG). |
