The Department of State (DOS) established ‘Quality Master Reference Data’ by implementing its Standard Reference Table (SRT) Application System. The Department of State’s Data Management Team synergized the Data Administration Working Group activities by organizing specific functional groups such as Data Steward Working Group, and developed Standard Reference Table. The SRT Project is being implemented on a phased basis, with collaborative support from various bureaus across the Department, led and facilitated by the DM Team.

The presentation topics include:

  1. The Business aspect – improving the Department’s Data Quality
  2. The Technical aspect – keeping abreast with Web Services technology
  3. The Human element – success through collaboration with Stakeholders
  4. The Legislative mandate – complying with OMB’s FEA Data Reference Model
The Data Management (DM) Team will share their experiences in facing a complex and high-pressured DM challenge by developing and implementing a pragmatic road map to improve the Department’s Data Quality and the crucial role in trying to formalize the establishment of Data Governance in the Department. Topics will cover the challenges the DM Team faced, DM techniques and solutions employed, as well as change management procedures and real world case study / examples. The emphasis is on maximizing the delivery of Quality Master Reference Data for the Department. A quick tour to the presentation includes:
  • Chartering and defining of terms, concepts, policies, standards, and procedures
  • Community of Partners (CoPs) activities and procedural guidelines
  • Building and Populating Master Reference Data •Bridging the Departmental Reference Data to Master Reference Data
  • Approach for Insuring Data Quality in Master Reference Data
  • Approach for Enterprise Service Layers for Master Reference Data
  • Methodology for maintaining data consistency and data integrity
  • Approach for complying with OMB FEA Data Reference Model (DRM) directives

Speaker Bio
Young Paik, as the Data Management (DM) Branch Chief of the Application Integration Division in the Systems Integration Office of the Information Resource Management Bureau for the Department of State, manages the data management program that its mission is to maximize the accessibility, reusability, reliability, and overall quality of the Department of State's enterprise data. Current major project and programs for DM include Metadata Repository (MDR), Data Governance and Data Stewardship, Mater Reference Data, Baseline Taxonomy, XML Standards and Registry, and Enterprise Data Model (EDM) alignment with OMB Federal Enterprise Architecture (FEA) Data Reference Model (DRM). Young has more than 20 years experiences in IT mostly working for Federal Government and performed in variety of positions such as Application Developer, Data Analyst, Database Administrator, Information Security Officer, Policy Planner, Technical Lead, Project Manager, etc.

Daniel Varghese, a Sr. Information Architect of Creative Information Technology, Inc (C.I.T.I), Arlington, Virginia based leading information technology Solutions Company, is working with Data Management Team as the Lead Data Architect at the Department of State. Daniel has more than 20 years experiences in data architecture, data analysis, data modeling, data warehouse modeling, process modeling, database (logical & physical) design and business intelligence solutions. Daniel authored the XML Naming and Design Rules (XML-NDR) for the Department of State. He was instrumental in designing, developing and implementing Master Reference Data scheme and strategy for a “quality master reference database” for the Department of State His expertise includes enterprise data management (EDM), metadata repository (MDR) development, standardization & administration, Taxonomy classifications, quality assurance (QA) standards & policies and systems development life cycle (SDLC) methodologies & practices. He was one of the authors of SDLC at MCI Telecommunications. He authored several documents on application systems quality assurance plans, procedures and strategies for MCI Telecommunications. Daniel has a MS in Computer Sciences from Howard University, D.C. and MS in Physics from Sagar, University, India.
